There's a niche market for a publication like this because more and more veterans are applying for compensation and they're interested in doing so on their own. Lawyers cost money and besides, they cannot represent any veteran during their inaugural claim. Called an original claim. But that's for another page and time.
The VA "Machinery" includes nonsensical circumstances such as the Regional Office level's allegiance to their "manual". The M21 Series. The adjudication manual. Now, it's common knowledge that Raters at that level don't always follow the law. That's pretty much a given. So, that's the what of it, now let's take a look at the why.
