Ok. So, the bases for my appeal are: 

Sounds like I won't be getting a call until October timeframe. To schedule the informal conference. 45 days after that will be the actual HLR so November or December. 

1. The QTC examiner mentioned a DBQ from Dr. M from 2017 or but made no mention of the one from August 2022. 

2. Dr.M's Nexus Letter is not listed on the list of evidence considered.

3. No reason(s) was/were given in the Rating Decision.

4. The reason for the 2005 denial was that I failed to submit evidence showing my condition is "related to service." 

Me: I submitted a Nexus Letter articulating a relationship between  symptoms exhibited in service and my current symptoms. See #2 above. 

5. I submitted documentation from my STR's showing treatment for a mental infirmity by various mental health services and providers. This was noted on my EPR dated 16 October 1992 at Offutt.

6. The QTC Examiner, Dr. Julie Often, said during the C&P Telehealth Exam that in service behavior and conduct, including a measureable drop in duty performance, is "probably related" to Mt present symptoms and, as such, my present diagnosis. 

That's about all I'll have time for in what will only be about a 10-15 minute window. Talk about the cards being stacked against the Veteran or claimant my god man can they make it any more difficult?

So, in summary, then, it looks like the VA decision maker didn't really consider anything really, they just confirmed and continued the previous decision(s). By the way, two of the three claim denials considered were for PTSD. Oh, I get it. Oh Jesus fucking Christ talk about a damn matrix holy shit. Just when I think I understand how the VA works I get another slap in the face that says no, Al, you don't!
