Favorable Findings from a June 30, 2023 DRO HLR Decision included 2. One connected the NSC condition to service and the other satisfied the first element. That's not the issue. The issue is what's the Baseline Level of Severity of the NSC prior to onset of aggravation by SC Condition? As determined by the word 'therefore" another Exam will be scheduled in the decision notification.

The only thing the previous C&P Examiner didn't mention was an actual percentage number in the rationale on the Medical Opinion DBQ.
